I was in the same position when I was 14 and the trouble is he liked me alright but his mates would tease him and he felt stupid whenever I approached him. I did not hold it against him as he was a very shy person but he will always be someone special to me. Let him go and he will come back to you if he has feelings for you, don't push him or you will draw him away further.
