We get it when the humidifier is on in the winter. The extra moisture is attracted to the temperature difference, so the windows is where it winds up.
For cleaning, you don't need expensive cleaners. Vinegar is as effective as any product. It's incredibly inexpensive and you can put it in a spray bottle for growth prevention, once you've cleaned the windows.
The permanent solution is paint your window sills, etc. with treated paint. There is an additive that you can put in paint that prevents mildew. It's available at any paint or home improvement store, like Home Depot.
